Vietnam: 2 patients in Kien Giang were negative for influenza A/H5N1 virus #H5N1

What is a pandemic?A pandemic is a global disease outbreak. It differs from an outbreak or epidemic because it:
• affects a wider geographical area, often worldwide.

Cambodia: Outbreak Worst Ever

Less than two months after it began, the Kingdom’s current outbreak of bird flu has become the country’s largest on record.
Thirty-five-year-old Thoeun Doeun from Kampong Cham died on Monday at about 11pm, becoming the ninth known case and eighth death since the outbreak began. That matches the death toll and surpasses by one the number of cases reported in the entire 2011 outbreak, which spanned a period of approximately seven months.

Vietnam: Kien Giang Prov. near Cambodia Border tests Suspected Human Case #H5N1; Negative results

Camobdia: Commentary

The last confirmed case in Cambodia offered more detail, and it is worrisome to say the least.

He initially was treated by a local practitioner, as many others this year were.  In this case, he developed a frequent cough and dypsnea, only 2 days after the onset, which was a fever only.  To develop labored or difficult breathing two days after the onset is troubling.  What is more concerning, is that he was hospitalized 3 days after the labored breathing began and was treated with Tamiflu.  The Tamiflu did not help, and he developed pneumonia.

Ninth New Human Case of Avian Influenza H5N1 in Cambodia in 2013

Joint Press Release from the Ministry Of Health and the World Health Organization (WHO)

Phnom Penh, 27 February 2013The Ministry of Health (MoH) of the Kingdom of Cambodia wishes to advise members of the public that one more new human case of avian influenza has been confirmed positive for the H5N1 virus.

The ninth case, a 35-year-old man from Kbal Ou village, Me Sar Chrey commune, Stueng Trang district in Kampong Cham province, was confirmed positive for influenza H5N1 on 23 February 2013 by Institut Pasteur du Cambodge.

He developed fever on 8 February 2013 and his condition worsened on 10 February 2013 with fever, frequent cough, and dyspnea. Local private practitioners initially treated him but his condition further deteriorated.

On 13 February he was admitted to the Kampong Cham Hospital with fever, severe cough and dyspnea and was immediately treated with Tamiflu. He developed pneumonia on 21 February and was transferred to Calmette Hospital in Phnom Penh. Unfortunately, despite intensive medical care he died on 25 February.

There is evidence of recent deaths among poultry in the village and the man had history of coming into contact with sick poultry prior to becoming sick. The man is the ninth person this year and the 30th person to become infected with the H5N1 virus, and the 27th person to die from complications of the disease in Cambodia.

Of the 30 confirmed cases, 20 were children under 14, and 19 of the 30 were female.

"Avian influenza H5N1 remains a serious threat to the health of all Cambodians. This is the ninth case of H5N1 infection in humans this year,” said HE Dr. Mam Bunheng, Minister of Health.

“The greatest risk of exposure to the virus is through the handling and slaughter of infected poultry. Home slaughtering and preparation of sick or dead poultry for food is hazardous: this practice must stop. Children also seem to be most vulnerable and are at high risk because they like to play where poultry are found.”

“I urge parents and guardians to keep children away from sick or dead poultry and prevent them from playing with chickens and ducks. Parents and guardians must also make sure children wash their hands with soap and water after any contact with poultry.”

“If they have fast or difficult breathing, they should seek medical attention at the nearest health facility and attending physicians must be made aware of any exposure to sick or dead poultry.”

The Ministry of Health's Rapid Response Teams (RRT) have gone to the hospitals and the field to identify the man’s close contacts, any epidemiological linkage among the nine cases and initiate preventive treatment as required. In addition, a public health education campaign is being conducted in the village to inform families on how to protect themselves from contracting avian influenza.

The Government's message is - wash hands often; keep children away from poultry; keep poultry away from living areas; do not eat sick poultry; and all poultry eaten should be well cooked.

H5N1 influenza is a flu that normally spreads between sick poultry, but it can sometimes spread from poultry to humans. Human H5N1 Avian Influenza is a very serious disease that requires hospitalization. Although the virus currently does not easily spread among humans, if the virus changes it could easily be spread like seasonal influenza. Hence, early recognition of cases is important.

Hong Kong: Update on cluster of Human Metapneumovirus cases in Pok Oi Hospital

Hong Kong (HKSAR) - The following is issued on behalf of the Hospital Authority:

Regarding the recent confirmation on a cluster of patients with Human Metapneumovirus in a male infirmary ward, the spokesperson for Pok Oi Hospital gave the following update today (February 26):

One more 50-year-old male patient and two staff members in the ward had presented with fever and respiratory symptoms. Appropriate viral tests were arranged for the patient and the test results are pending. The patient concerned is being treated under isolation and is in stable condition.

The staff members concerned are on sick leave.

Admission to the ward has been suspended and restricted visiting is being imposed. Infection control measures have already been stepped up according to established guidelines. All other patients in the ward are under close surveillance.

The cases have been reported to the Hospital Authority Head Office and the Centre for Health Protection for necessary follow-up.

Cambodia bird flu deaths trigger fears #H5N1

PHNOM PENH - A 35-year-old man has become Cambodia's eighth fatality from the H5N1 bird flu virus,, prompting concern about the spread of the virus in the country, a health official said Tuesday.
The latest victim, from the northeastern province of Kampong Cham, died on Monday night in a Phnom Penh hospital, said Ly Sovann, deputy head of the health ministry's disease surveillance bureau.
He said the man had eaten two ducks which had previously died, before he became sick himself earlier this month.
"We are really worried about the situation because in just two months we have nine cases of bird flu," Ly Sovann said..
Eight of the nine people died, along with thousands of birds in the villages where the victims lived.
"There was a lot of dead poultry, but the people did not report to (officials). In the villages that I went to, almost all poultry had died," Ly Sovann said, adding it took up to a month for officials to be told of poultry deaths in some areas.
The ministry has enhanced surveillance to try to detect and treat avian influenza cases in the early stages, he said.
"We are also worried about (possible) human-to-human transmission of bird flu, but it is not the case now," said Ly Sovann.
He urged villagers to report dead poultry immediately, and not to touch or eat the birds.
Sonny Krishnan, communications officer with the World Health Organisation (WHO) in Cambodia, said WHO was keeping "a close watch" on the situation. "The disease is still of limited transmittability from poultry to humans," he said.
Cambodia has recorded 30 human cases of H5N1 since 2003, with all but three of them proving fatal.
The virus has killed more than 365 people worldwide since a major outbreak in 2003, according to WHO statistics.
It typically spreads from birds to humans through direct contact. But experts fear it could mutate into a form easily transmissible between humans, with the potential to trigger a pandemic.

China: Increase & Strengthen Travelers Entering from Cambodia for #H5N1 Avian Influenza, Valid for Next 3 Months

China's quarantine authority announced on Monday that it has ordered strengthened prevention against avian influenza H5N1 after the disease infected five people in Cambodia last month.
The General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) will increase checks on the body temperatures of people traveling to China from Cambodia, according to a notice on the AQSIQ's website.
Travelers entering with fever, cough, headache or general malaise should report to the quarantine control department, said the AQSIQ.
People suspected of being infected will receive careful tests and be sent to medical institutions for further treatment, the administration added.
Local quarantine authorities will provide health services and education to international travelers to help them avoid being infected by the epidemic.
China will also strengthen sanitary measures against bird flu at customs. Vehicles, containers and goods from Cambodia will be put under strict quarantine upon entering China, according to the notice.
The preventive measures will be valid for three months, the AQSIQ said.

Laos: Ministry of Health Advises Dr's & Medical Staff to Closely Monitor Anyone w/Severe Respiratory problems #H5N1

The Ministry of Health has advised doctors and medical staff throughout the country to closely monitor the condition of anyone presenting with severe respiratory problems, after several people died of bird flu type A (H5N1 virus) in Cambodia last month.
The warning was issued earlier this month, aimed at encouraging health workers to prepare for and respond to a possible outbreak of the virus.
Deputy Minister of Health, Associate Prof. Dr Bounkong Syhavong, said the prevailing weather conditions favour an outbreak of the H5N1 flu virus on the continents of Africa, Asia and Europe.
He said the health minister has already advised the Vientiane Health Department and provincial health departments to closely monitor and repor t cases of patients who appear to have a serious respiratory problem when they visit a healthcare centre or hospital.
In addition, emergency response teams in the provinces are advised to ramp up efforts to combat the virus if they suspect that anyone has developed H5N1 type flu. They are also advised to take precautions against the virus at international border crossings nationwide.
Medical staff are advised to coordinate with agriculture and forestry departments to identify which villages and districts have identified cases of bird flu.
Health staff are also being asked to team up with information, culture and tourism officials to encourage people to follow the three basic principles of health hygiene – eating freshly cooked food, drinking clean boiled water, and keeping the home environment clean.
Additionally, health officials are suggesting that staff make plans to respond to a possible outbreak of the disease, ensuring that sufficient funding is available to tackle it. All suspected cases of the virus should be reported to the Communicable Diseases Department of the Ministry of Health through the disease surveillance system.
Anyone with a severe respiratory illness or bird flu should not be allowed to enter or exit Laos, in line with international health regulations.

No new cases of coronavirus in Qatar: SCH

DOHA THE Supreme Council of Health (SCH) has assured the public that no new cases of coronavirus, which causes various diseases, including SARS (Severe Acute Respiratory Syndrome), have been detected in the country. There were just two Qatari cases reported, where one of them was cured and returned to the country, while the other patient is still under treatment abroad.

Following the World Health Organization (WHO) announcement of a fatality due to the virus in a neighbouring country, the SCH said that the focus now is on quick diagnosis, and that there are no changes in the travel advisory to and from countries where the virus was detected.

According to the SCH, consultations with WHO have highlighted the importance of strengthening surveillance on acute respiratory diseases and careful examination of all suspected samples.

In Qatar, all those who have come in contact with an infected person, have to undergo tests at the Hamad Medical Corporation, to clear them of any infection that they might have contracted.

Meanwhile, the patient is quarantined.
