Nearly 70 percent of government officials, who participated in the slaughter or the live burial of animals on farms infected with foot-and-mouth disease (FMD), are suffering severe mental trauma, a survey showed Friday.

About 14 percent of them were physically hurt or contracted diseases during the operations, according to the survey.

Rep. Kim Young-woo of the ruling Grand National Party commissioned the questioning of 211 officials mobilized for quarantine efforts earlier this month.

More than half of them (51.2 percent) complained of mental trauma following the operations. Nearly 29 percent were suffering from sleep deprivation or chronic fatigue, while another 13 percent said they still felt the effects from the memory of the noise and stench from the burial sites.

The results came amid soaring criticism that quarantine officials have buried hundreds of thousands of cows and pigs alive. The authorities explained the inhumane action was inevitable with the spread of the disease outpacing the authorities’ slaughter capacity before a proper burial.

It has drawn a strong backlash from environmentalists and animal rights activists who recently staged a rally to call for a halt to the live burial of animals and the wider use of FMD vaccination.

Since Nov. 29 when the first outbreak of the disease was reported in Andong, North Gyeongsang Province, nearly 1,070,000 cows and pigs have been culled in 45 cities and counties across the country, according to the Ministry of Food, Agriculture, Forestry and Fisheries.

Many of them are believed to have been buried alive. The ministry warned that tens of thousands more could be destroyed in the days to come as the spread of the disease spins out of control.

The ministry raised the alert level for FMD to serious in late December and launched a pan-government crisis center to keep the deadly disease from spreading further.

“The problem is that the government mobilized inexperienced officials in quarantine operations,” Rep. Kim said. “Side effects from the move are appearing in the form of mental trauma or other health problems.”

The survey found nearly 90 percent of the mobilized officials had neither relevant knowledge nor experience to deal with the quarantine. The lawmaker urged the government to secure an experienced workforce and replace untrained officials.

Health risks

With quarantine efforts running around the clock, a growing number of officials are complaining of extreme fatigue and some have already been hospitalized.

On Friday, a 54-year-old quarantine officer in Gunwie County, North Gyeongsang Province, collapsed after excessive work in frigid weather. The officer, surnamed Kim, was taken to hospital with his facial nerves paralyzed, hospital officials said. Kim’s colleagues said he had been working without holiday since late November when the county was first hit by FMD.

Another quarantine officer has lapsed into a coma for four days. The 46-year-old officer, surnamed Kwak, collapsed on her way back home after working all night in Goryeong, North Gyeongsang Province.

On Dec. 1, a 50-year-old official in Andong fell into a coma while working overnight on quarantine operations. He died on Dec. 7.

South Korea Buries One Million Pigs Alive

South Korea has been heavily criticised for burying up to one million pigs alive as it grapples with a foot and mouth disease outbreak.

The government has so far refused to vaccinate pigs against the disease

Since the first case of the disease was confirmed in November the country has embarked on a mass cull.Foot and mouth disease affects all cloven hoofed animals such as pigs, cattle and goats, and any country that has cases of it is unable to export the animals' meat.

The South Korean government has so far refused to vaccinate pigs against the disease and is now slaughtering them in record numbers despite appeals to stop.

On January 4 in one area of Gangwon-Do, 33,900 pigs alone were destroyed, according to the World Organisation for Animal Health (OIE).

Compassion in World Farming (CIWF) told Sky News Online that South Korea's actions contravene international guidelines.

Michele Danan from the organisation said: "Live vaccinations are the best route but if they do have to kill them we would prefer that they were at least slaughtered humanely."

The pigs may not even be infected

The estimated cost of the cull so far is believed to have reached around £230m when a mass vaccination programme would have cost an estimated £63m.

Some animal rights campaigners have criticised the government for putting economic considerations ahead of animal welfare.

The Republic has begun inoculating cattle in some areas and the OIE reported on Thursday that sows and boars are starting to be vaccinated but only in a few locations.

It is believed the live burial of pigs began at Christmas and the figure is likely to climb far above the one million mark.

Joyce D’Silva, Director of Public Affairs for CIWF said: "Compassion in World Farming is appalled that the Republic of Korea is allegedly throwing pigs into pits and burying them alive.

"This is totally contrary to international guidelines on humane culling, which the Korean government endorsed five years ago.

"We urge the Korean government to end this horrendous practice at once and to ensure that, if animals are culled, this is done humanely."

South Korea said on Friday it had culled over one million animals, mainly pigs and cattle, to contain foot-and-mouth outbreaks that are threatening to keep pushing up prices of beef and pork in Asia's No. 4 economy.

A net importer of beef, pork and chicken, South Korea is also fighting against rising cases of bird flu.

Hundreds of thousands of authorities have been working day and night to slaughter the animals, and vaccinating more than 1.2 million animals, mostly cattle, the agriculture ministry said in a statement.

The outbreaks since last November have led prices of beef and pork to climb in South Korea and might lead to more imports of beef from the United States, Australia and New Zealand.

"Beef supply is getting instable as slaughter places are shut down and transferring animals are blocked due to foot-and-mouth disease," a separate statement from the ministry said.

"Beef prices are expected to continue rising through a high-demand season of Chinese New Year holidays," it added, referring to the country's biggest holidays from Feb. 2 to 6.

South Korea confirms new case of bird flu in a duck farm

The government said Thursday that up to one million animals have been culled so far and one million more could be destroyed in several days as the outbreak of foot-and-mouth disease (FMD) spreads rapidly throughout the country.

President Lee Myung-bak convened an emergency Cabinet meeting at Cheong Wa Dae to discuss the situation, and instructed ministers to come up with “fundamental” measures to strengthen monitoring of the disease and reduce damage, presidential spokeswoman Kim Hee-jung said.

The meeting came amid criticism that the government failed to take appropriate measures right after the first case of the highly contagious FMD was confirmed on Nov. 29.

Since the outbreak was reported in Andong, North Gyeongsang Province, the animal disease has spread rapidly, reaching neighboring areas of Seoul.

More than 948,000 cows and pigs have so far been culled, and the vaccination of hundreds of thousands of animals is underway in some of the worst-hit areas, according to the Ministry of Food, Agriculture, Forestry and Fisheries.

“More animals will be destroyed,” an official said. “The number of animals to be culled may reach one million.”

The farm ministry said it detected three additional cases of FMD in the Chungcheong provinces in the central part of the country and one in Gyeonnggi Province near Seoul, despite extensive quarantine measures and the use of vaccines on cattle to stem further outbreaks.

It said that 55,731 pigs and 10 cattle have been destroyed within a 500 meter radius of the farms as a precautionary measure.

The latest outbreaks have pushed up the number of animals to be destroyed to record high levels, with financial losses estimated to exceed the 1 trillion won mark ($888 million).

The ministry said that it decided to expand vaccinations as FMD has spread from cattle to other animals. It said up to 210,000 pigs will be inoculated in the coming days.

The Ministry of National Defense said nearly 70,000 troops have been mobilized to help the government’s extensive quarantine efforts.

The military has so far mobilized some 68,000 soldiers and 770 pieces of military equipment to help stem the spread of FMD,” ministry spokesman Kim Min-seok told reporters.

The current outbreaks are the severest ever in the country’s history.

In the past, only cattle have been given shots as part of an effort to limit vaccine use, which can delay the country regaining its FMD-free status from the Paris-based World Organization for Animal Health. Over 1.2 million cattle have been given shots since Dec. 25.

FMD is highly contagious and affects all cloven-hoofed animals — cattle, pigs, deer, goats and buffalos. It is classified as a “List A” disease by the OIE, although it is harmless to humans.

The country was hit by the disease in 2000, 2002 and twice early last year. Before the latest set of outbreaks, Seoul had used vaccines only once, in 2000, because it had little experience in controlling the disease.

David Cameron tried to play down the crisis yesterday. He insisted: “There is a national stock of flu vaccine from the pandemic of 2009 and while that vaccine is slightly different... it does have some of the common characteristics.”

The PM added: “One of the urgent discussions right now is to work out whether that vaccine would be useful. We are working hard to make sure we get this right.”

Of the 50 who have died so far, 45 had swine flu and the rest another strain known as type B.

Many were children or young adults, with five below five and eight aged five to 14. There have been 11 deaths in the last week alone.

The number needing critical care was 783 – down from a peak of 850.

And last night there were growing fears for the very young.

Supplies of Tamiflu in liquid form – suitable for babies – are running seriously low in some areas.

In a letter to GPs and pharmacists the Government’s Chief Pharmaceutical Officer Dr Keith Ridge said a “multi-layered approach” was being adopted to ensure the supply of medicines for children under one.

He added: “It may also be possible for a pharmacy to prepare a solution suitable for administration to children from Tamiflu capsules.”

The Royal Pharmaceutical Society last night defended the practice as perfectly normal.

But Shadow health secretary John Healey claimed it amounted to “DIY drugs”.

He said: “The new figures on cases of flu slowing down are encouraging but I fear that we’re not over the worst of it because most of Britain has only returned to work or school this week.”

Mr Healey slammed the Government for being slow to react and not giving out enough information to the public.

He added: “There is no reason we should be running short of vaccinations with proper planning and preparation.

“The Health Secretary has to sort this out. Many parents are confused about how best to protect their children.

“The Government must now back up the efforts of GPs in targeting those most at risk, ready to give vaccines to those under five if things get worse – and be ready to sort out local shortages.”

Vaccines are ordered directly by GPs and more than 14 million doses were delivered to UK practices this winter.

Until early December there seemed to be plenty in the system, but doctors have reported a huge increase in demand following the recent deaths.

Dr Clare Gerada, of the Royal College of GPs, insisted GPs had not under-ordered. She said: “There’s no point stockpiling vaccine that’s not going be used.

“The problem is that many people who were not on our list may have come out of the woodwork – for example carers who may not have realised that they were eligible for the jab. Also, there are people who refused the jab in October who might now be coming forward.”

Thousands of operations have been cancelled because hospitals have been hit with an influx of flu patients.

The NHS says it is preparing to increase the number of specialist beds available for treating extreme cases of swine flu.

The treatment known as ECMO – extra corporeal membrane oxygenation – uses an artificial lung to help oxygenate patients’ blood.

On Christmas Eve, 22 ECMO beds were in use across UK, up from five in early December. Four more beds are now being put into action.

A spokeswoman for the National Specialised Commissioning Team said: “This very specialist, high risk, procedure is currently being provided by highly trained specialists at seven hospitals across the country.

“The NHS continues to monitor the situation carefully and we are taking further steps to increase the number of beds available.”

ECMO is normally only used as a last resort in exceptional cases.

But Dr Bob Winter, President of the Intensive Care Unit Society, insisted: “If someone needs critical care in the UK they will get it.”

He pointed out that most of those who have died in the latest outbreak had not had any preventative treatment and urged: “Get yourself vaccinated,”

Indeed, several influenza indicators have apparently plateaued. GP consultation rates remain above baseline levels in all four countries. Influenza A H1N1 (2009) and B are the predominant circulating viruses with few, sporadic A (H3N2) viruses detected. The H1N1 (2009) virus strain is virologically and epidemiologically similar to that seen during the pandemic. The virus strains circulating are overall well matched to the current influenza vaccine.

In week 52 (ending 26 December), the weekly influenza/influenza-like illness (ILI) consultation rates decreased in England (98.4 per 100,000) and Scotland (52.0 per 100,000), were stable in Wales (89.2 per 100,000) and increased in Northern Ireland (179.5 per 100,000). The weekly national proportions of NHS Direct calls for cold/flu and fever have decreased in week 52. Thirteen acute respiratory disease outbreaks were reported in UK in week 52, three in primary schools, seven in prisons and two in care homes. This brings the total reported this season so far to 135. It should be noted that most schools across the UK were on holiday in week 52. One-hundred and fourteen of 161 (70.8%) specimens from patients with ILI presenting to sentinel GPs in England in week 52, were reported as positive for influenza. The proportion of specimens reported to DataMart (England) as positive for influenza was 41.4% (2,047 of 4,941). The proportion of samples positive for RSV increased slightly and for rhinovirus continued to decrease. Currently the main circulating influenza strains are influenza A (H1N1) and influenza B. From week 36, 50 deaths associated with influenza infection have been reported. The majority of fatal cases reported were unimmunised. By week 52, the proportion of people in England aged over 65 years who had received the 2010/11 influenza vaccine was 70.0%. For those in a risk group aged under 65 it was 45.4%. In Europe several countries are starting to report influenza activity, primarily associated with influenza A H1N1 (2009). In the USA and Canada overall influenza activity has increased, associated primarily with influenza A (H3N2) and B viruses.

S.Korea steps up foot-and-mouth quarantine

SEOUL, Thursday 6 January 2011 (AFP) - South Korean President Lee Myung-Bak called Thursday for tighter quarantine measures to combat the rapid spread of the country's worst outbreak of foot-and-mouth disease.

Since the highly contagious disease was first reported on November 29, about 948,000 cattle and pigs in 40 cities and counties have been culled, the agriculture ministry said.

South Korea has since lost about seven percent of its cattle and pigs with related losses estimated at more than one trillion won (890 million dollars), it said.

"Fundamental measures must be taken to contain (foot-and-mouth disease)," Lee told an emergency cabinet meeting, saying the government should step up quarantine measures and secure enough vaccine.

In a desperate attempt to contain the spread of the disease, the government has vaccinated cattle and pigs -- risking a longer export ban by overseas buyers.

It takes longer for a country that uses vaccinations to regain disease-free status from the World Organisation for Animal Health than when the disease is curbed solely by culling.

Agriculture Minister Yoo Jeong-Bok said his ministry would try to secure vaccines for 6.5 million animals by the end of this month.

The disease affects cloven-hoofed animals such as cattle, pigs, deer, goats and sheep.

Previous outbreaks in January and April last year cost more than 250 billion won with nearly 50,000 animals slaughtered.

The military has deployed 68,000 troops to help contain the disease while health officials were also placed on alert to curtail the spread of bird flu.

More than 200,000 birds were culled or will be slaughtered
after the first outbreak of bird flu since May 2008 was reported last Friday at two farms in the central city of Cheonan and in the southwestern city of Iksan.

Health authorities have also placed quarantine zones to carry out emergency disinfection at three cities in south Jeolla province, where suspected bird flu cases were reported this week.

South Korea has been hit by avian influenza three times, with the last outbreak in April 2008.

DIOXIN FEED CONTAMINATION - GERMANY: SWINE & POULTRY FARMS

In Northern Germany, about 1000 poultry and pig farms have been
temporarily quarantined due to an in-feed dioxin scam. At least one,
but possibly up to 9, feed manufacturers may be involved.

In the state of Lower Saxony alone, about 1000 farms (layer hens,
broilers or pigs) have been quarantined last Monday as a
precautionary measure
. Suppliers were forced to suspend deliveries
amid ongoing checks. The dioxin, which can cause cancer in humans,
was found to have entered the food chain last week through eggs and
poultry meat.

In another state, North Rhine Westphalia, about 8000 layer hens had
to be culled. The state's agricultural ministry found increased
levels of dioxin at one of its laboratory tests. In one case, levels
were 4 times the allowed rate.

The research into the layer hens will be extended for that reason,
the ministry announced.

The dioxin eggs have been traced to originate from a farm with
multiple poultry houses near the town of Soest

blocked. Tests into a different egg farm in the neighbourhood of the
town of Steinfurt have not been finished yet.

The dioxin is believed to have stemmed from feed contaminated with
industrial fats. Authorities believe these fats were substituted for
vegetable fats at some point in the tainted feed's manufacturing process.

German feed manufacturer Harles & Jentzsch 1st alerted authorities of
levels of dioxin present in the feed. The manufacturer is pointing a
finger towards a biodiesel producer called Petrotec, although this
company has already denied allegations of being guilty of the dioxin scandal.

Petrotec says it only delivered raw materials to the feed
manufacturer, insisting that these materials only be used for
technical purposes (e.g. soap), not as a feed or food ingredient.

More than one animal feed company may have been receiving deliveries
including fats which contained dioxin, a substance which is
stubbornly persistent once released into the environment.

Possibly 9 manufacturers in the states of Lower Saxony, Saxony-Anhalt
and Hamburg would be involved.

The Minister for Consumer Affairs in North Rhine Westphalia, Johannes
Remmel, told a local newspaper that the contamination must either be
the work of criminals or the result of extreme negligence.

Either way, he stressed the importance of finding the feed fats -- or
feed into which they may subsequently have been mixed -- known to
have been delivered to manufacturers in 5 German states.

"We cannot rule out that there are dioxin-contaminated eggs sitting
on shop shelves,"
he said.

German authorities have added that no contaminated feed has been
transported to the neighbouring Netherlands. It's unclear whether
contaminated eggs have entered the Dutch market.

[The article does not tell us what the levels are or how long they
suspect the contaminated feed may have been being fed to animals.
They do tell us that that they entered the food chain in eggs and
poultry meat last week.

One has to realize that dose exposure makes the toxin, so knowing the
dose as well as the time is important to calculate the levels in the
animals. There is good scientific literature on animal feed and human
food regarding dosage and dioxin. There is a growing body of evidence
that extremely low levels may not cause cancer. There is much
controversy surrounding dioxin and its dangers vs. possible benefits.
The controversy has raged since the early 1970's and is likely to continue.

Also, where there are dioxins, one should also be testing for PCBs
(polychlorinated biphenyls).

But lets look at what dixons are. Dioxin is a catch-all term for a
6-member ring where oxygen has been substituted for 2 of the carbon
atoms. This general structure gives rise to a number of related
compounds all having that 6-member ring with oxygen substitutions.
Therefore, there are a group of chemicals with dioxin-like activity.
Those chemicals include:

-- 2,3,7,8-Tetrachlorodibenzodioxin (2,37,8-TCDD). This is generally
regarded as a base or benchmark for assessment of the relative
toxicity of other dioxin-like compounds. It may be the most potent of
dioxin-like compounds, and, therefore, other chemicals' toxicity may
be measured against it.

-- Polychlorinated biphenyls (PCB). This chemical grouping is
generally associated with electrical transformers and should be of
concern in this case. This group of compounds are related
structurally to PCDD and PCDF, which also have dixion-like activity.

-- Polychlorinated dibenzodioxins (PCDD) and Polychlorinated
dibenzofurans (PCDF) are both known as furan derivatives because of a
common chemical structure within the molecule and therefore are
similar in their toxicities.

-- Dibenzofurans are also a component and parent compound of PCDD and
PCDF and share a dioxin-like toxicity with these other compounds.

Dioxins are relatively omnipresent in the universe. They are very
persistent chemicals. Almost everyone has some minor level of these
classes of compounds or what is called a background level of these
toxins. Most human exposure is through food. These chemicals
accumulate in the fatty tissues of animals and humans. Therefore,
humans are exposed through consumption of meat, eggs, dairy and dairy
products, fish and shellfish.

Dioxins are highly toxic and can cause reproductive and developmental
problems, damage the immune system, interfere with hormones and also
cause cancer.

Dioxins can be incorporated in fetal development stages and cause
developmental problems. They may have an interfering affect on the
immunological and hormonal systems and be responsible for some cancers.

There are a host of regulations and literature on this topic.
Therefore, opinions and literature supporting one or the other
