The Health Ministry has forecast Vietnam potential risk of outbreaks of cholera occur if no measures for prevention and fierce.

There are several reasons as yet: The expansion of international exchanges increasing (bacteria described in Vietnam, Laos and Thailand are the same). Moreover, in Vietnam, many people still use food safety; people in the Mekong Delta is even used water canals not treated as water.

The Spill, The Scandal and the President

The inside story of how Obama failed to crack down on the corruption of the Bush years – and let the world's most dangerous oil company get away with murder

By Tim Dickinson

Jun 08, 2010 4:30 PM EDT

This article originally appeared in RS 1107 from June 24, 2010.

On May 27th, more than a month into the worst environmental disaster in U.S. history, Barack Obama strode to the podium in the East Room of the White House. For weeks, the administration had been insisting that BP alone was to blame for the catastrophic oil spill in the Gulf – and the ongoing failure to stop the massive leak. "They have the technical expertise to plug the hole," White House spokesman Robert Gibbs had said only six days earlier. "It is their responsibility." The president, Gibbs added, lacked the authority to play anything more than a supervisory role – a curious line of argument from an administration that has reserved the right to assassinate American citizens abroad and has nationalized much of the auto industry. "If BP is not accomplishing the task, can you just federalize it?" a reporter asked. "No," Gibbs replied.

Now, however, the president was suddenly standing up to take command of the cleanup effort. "In case you were wondering who's responsible," Obama told the nation, "I take responsibility." Sounding chastened, he acknowledged that his administration had failed to adequately reform the Minerals Management Service, the scandal-ridden federal agency that for years had essentially allowed the oil industry to self-regulate. "There wasn't sufficient urgency," the president said. "Absolutely I take responsibility for that." He also admitted that he had been too credulous of the oil giants: "I was wrong in my belief that the oil companies had their act together when it came to worst-case scenarios." He unveiled a presidential commission to investigate the disaster, discussed the resignation of the head of MMS, and extended a moratorium on new deepwater drilling. "The buck," he reiterated the next day on the sullied Louisiana coastline, "stops with me."

What didn't stop was the gusher. Hours before the president's press conference, an ominous plume of oil six miles wide and 22 miles long was discovered snaking its way toward Mobile Bay from BP's wellhead next to the wreckage of its Deepwater Horizon rig. Admiral Thad Allen, the U.S. commander overseeing the cleanup, framed the spill explicitly as an invasion: "The enemy is coming ashore," he said. Louisiana beaches were assaulted by blobs of oil that began to seep beneath the sand; acres of marshland at the "Bird's Foot," where the Mississippi meets the Gulf, were befouled by shit-brown crude – a death sentence for wetlands that serve as the cradle for much of the region's vital marine life. By the time Obama spoke, it was increasingly evident that this was not merely an ecological disaster. It was the most devastating assault on American soil since 9/11.

Like the attacks by Al Qaeda, the disaster in the Gulf was preceded by ample warnings – yet the administration had ignored them. Instead of cracking down on MMS, as he had vowed to do even before taking office, Obama left in place many of the top officials who oversaw the agency's culture of corruption. He permitted it to rubber-stamp dangerous drilling operations by BP – a firm with the worst safety record of any oil company – with virtually no environmental safeguards, using industry-friendly regulations drafted during the Bush years. He calibrated his response to the Gulf spill based on flawed and misleading estimates from BP – and then deployed his top aides to lowball the flow rate at a laughable 5,000 barrels a day, long after the best science made clear this catastrophe would eclipse the Exxon Valdez.

Hours after BP’s rig sank on April 22nd, a white board in NOAA's "war room" in Seattle displays the administration's initial, worst-case estimate of the spill — 64,000 to 110,000 barrels a day.

Even after the president's press conference, Rolling Stone has learned, the administration knew the spill could be far worse than its "best estimate" acknowledged. That same day, the president's Flow Rate Technical Group – a team of scientists charged with establishing the gusher's output – announced a new estimate of 12,000 to 25,000 barrels, based on calculations from video of the plume. In fact, according to interviews with team members and scientists familiar with its work, that figure represents the plume group's minimum estimate. The upper range was not included in their report because scientists analyzing the flow were unable to reach a consensus on how bad it could be. "The upper bound from the plume group, if it had come out, is very high," says Timothy Crone, a marine geophysicist at Columbia University who has consulted with the government's team. "That's why they had resistance internally. We're talking 100,000 barrels a day."

The administration's response to the looming threat? According to an e-mail to a congressional aide from a staff member at MMS, the agency has had "zero contact" with Atlantis about its safety risks since the Deepwater rig went down...

Vietnam: For the first time: U.S. chicken eggs can prevent flu H5N1 and H1N1

TP - Scientists have discovered that antibodies in chicken eggs in areas where poultry were vaccinated against influenza virus H5N1 can be used to prevent H5N1 infection in humans and this measure can be applied to against seasonal influenza and pandemic influenza H1N1 is present.

The team of Dr Nguyen Huu Huan, the International Vaccine Institute (IVI) partnered with Control Center & U.S. Chamber Translation (CDC), the Yonsei Konkuk University in Seoul, South Korea and Animal Health Diagnostic Center central Vietnam, has successfully tested the effect of antibodies from egg collection sold at supermarkets and chicken farm in Vietnam resistant H5N1 virus on experimental mouse model.

Expert immunologist, Dr. Nguyen Huu Huan, chaired the study, said: "The results showed, the use of antibodies in chicken eggs (IgY is abbreviated in English) collected from the National birds have been vaccinated to prevent the spread of highly pathogenic H5N1 influenza virus. So this may be the safety measures, effective and inexpensive in preventing influenza viruses, including seasonal and pandemic influenza H1N1 flu now. " This work has been published in international scientific journal PLoS ONE 13th - 4-2010 2F10.1371% 2Fjournal.pone.0010152

Based on the fact most of Vietnam's poultry have been vaccinated resistant H5N1 avian influenza vaccine, scientists have extracted IgY antibodies from chicken eggs purchased from the chicken farm and the supermarket in Vietnam. When taken IgY antibody to the airways of mice infected with the virus before causing H5N1, all the mice are healthy and show no signs of infection. Moreover, a different group of mice after infection with influenza virus H5N1 causes but were treated with IgY antibodies have a full recovery.

Possible H1N1 pandemic influenza prevention
IgY antibodies can be used in the form of nose drops or liquid solution while animals treated for throat. The method of passive immunotherapy can be applied to the prevention of seasonal influenza or an influenza pandemic caused by H1N1 is now immune to the poultry, egg and then harvest Extracts IgY antibody.
Dr. Cecil Czerkinsky, immunology specialist, vice Vaccine Institute International Institute (IVI) said: "The research forms the foundation for methods of passive immunity to pandemic influenza prevention, especially for the implementation of mass vaccination program for poultry. "

"This is a very interesting study. This method can be done in developing countries, does not require facilities and expensive equipment that could save millions of people ", Prof. Dr. David Briles, a leading microbiologist at the University Study of Alabama, Birmingham, USA, said.
Dr. Nguyen Huu Huan said, actually, IgY antibodies have been used in some countries to treat certain intestinal infections, but have not been tested in the prevention of influenza. Based on practical poultry in Vietnam have been vaccine-resistant H5N1 avian influenza, he proposed the idea of extracting IgY antibodies in chicken eggs are available to buy in Vietnam to prevent and treat H5N1 flu. Ph.D. presented and discussed in scientific works of this annual meeting of immunologist Vietnam in 2010.

Hundreds of people on Sigulu Island on Lake Victoria have fled their
homes this week [week ending 4 Jun 2010] due to an outbreak of a
strange disease. Field reports indicate that at least 2 people have
been killed by the strange disease and more than 20 have been
admitted to Uganda and Kenyan hospitals.

Dr. Stephen Kirya, the Bugiri district health officer, says some of
the people who have fled from their homes are displaced within Bugiri
town council. The strange disease broke out on the Island last week.
The victims complain of stomach pains, headache and diarrhea. The
doctors say the outbreak of this strange disease is not cholera.

[The description of the symptoms of the illness alarming the
inhabitants of Sigulu Island on Lake Victoria is not sufficiently
specific to suggest a diagnosis. A haemorrhagic fever seems unlikely
and none of the diseases featuring in previous ProMED-mail posts
originating from Uganda in 2010 seem appropriate (see below).

Rift Valley fever has been reported in animals in neighboring Kenya,
but so far not in humans (see: Rift Valley fever - Kenya: alert,
prevention 20100520.1675). ProMED-mail would welcome specific
information about this outbreak of illness from an informed source in
the region.

HK launches infection drill at int'l airport

Last Updated(Beijing Time):2010-06-06 15:57

As many as 400 people from 20 organizations on Friday participated in an exercise at Hong Kong International Airport to test the readiness of government departments and related organizations to deal with emergencies related to severe infectious diseases.

The drill, co-directed by the Department of Health and the Airport Authority of Hong Kong, examined and reviewed communications and co-ordination among various departments and organizations, epidemiological investigation, contact tracing and control measures.

The exercise, which started at 11:00 p.m. local time on Thursday night, simulated an outbound flight carrying 100 passengers and crew. An air passenger fell ill shortly after the take-off, raising suspicion he was potentially carrying a severe infectious disease. The aircraft then landed and was directed to park at a remote bay.

The Airport Emergency Center was activated to co-ordinate contingency responses. The sick passenger was sent to hospital while passengers and crew in close contact with him were taken to a temporary holding area in the airport's restricted zone.

When the man was confirmed to be suffering from an infectious disease, the passengers and crew in close contact were quarantined. The exercise finished at 04:00 a.m. local time Friday when all contact tracing and response measures were satisfactorily completed and the situation was brought under control.

Sarah Choi, the Head of Emergency Response and Information Branch of the Department of Health, said "the experience gained from the exercise will help Hong Kong to be better prepared for public health challenges arising from major infectious diseases."

C K Ng, Deputy Director of Airport Operations of the Airport Authority Hong Kong, said that as the Hong Kong International airport remains one of the busiest airports worldwide, the local authority "must stay vigilant at all times against any potential outbreak of infectious diseases."

Seventeen representatives from the health authorities of the Chinese mainland and Macao Special Administrative Region also participated in the drill as observers.
